General Policy

For everyone’s safety, the UPSE Library’s premises will be used solely for academic purposes. In addition, only currently-enrolled UP students, faculty, staff, and alumni will be allowed inside the School’s premises.

Library Hours

 The UPSE Library is open Mondays-Fridays, 8:15AM to 4:30PM (No Noon Break). The Library is closed during PH holidays. 

Booking an Appointment

Library users who intend to visit the UPSE Library are highly encouraged to book an appointment before 3 PM, at least one (1) working day before their intended date of visit. Walk-ins are allowed provided there are still available slots.

Entry Requirements

Currently-enrolled UPSE students

  • UP ID or Temporary Library Card (Green Card)
  • Own pen


  • TOR or Diploma
  • 1 valid ID
  • Own pen

Protocols before Entering Library Premises

  • Have your temperature checked.
  • If you have a confirmed appointment, write down your temperature next to your name on the appointment list.
  • If you are a walk-in, write down your name and temperature on the walk-in list.
  • Sanitize your hands.

Protocols while Inside Library Premises

  • Wearing of face mask is optional.
  • Practice social distancing (at least 1.5m).
  • Please tone down your voice.
  • No eating inside the Library.

Borrowing Books

Please email for borrowing requests. Include in your email the title, author/s, edition, date of publication and call number of the book/s you intend to borrow. If the material is an electronic resource (non-circulation), please email instructions on how to borrow books can be found here.

Returning Books

Step 1: Leave your borrowed materials in the BOOK DROP placed near the Library entrance.

Step 2: Inform the library that you have returned the books by emailing with the subject BOOK DROP.

Request Scanning of Book Chapters

If you only need 2-3 chapters of a book, you may ask the Library to scan them for you.

Important: The Library can only give requestors a temporary viewing link to 2-3 chapters of a book to avoid violation of the copyright law. A scanning request usually takes 3-5 working days to be completedEmail to avail.

Accessing Datasets

The UPSE Library is subscribed to three (3) dataset providers namely, CEIC Data, EIKON with Datastream, ORBIS Database, and GTAP Database. In addition, datasets from ADB, BSP, DSWD, PCED, PSA, UNDP, UNESCO, and World Bank are also available.  Please email for access instructions. 

Accessing eDatabases

The UP Diliman Libraries’ subscribed databases can be accessed remotely/outside campus via OpenAthens. Instructions can be found here. Included in our subscriptions are: EBSCO, Emerald Insight, JSTOR, ScienceDirect, Statista, Taylor & Francis, and Wiley.  

Accessing ePeriodicals

The UPSE Library is subscribed to The Economist, New York Times International, and Time Magazine Asia. Please email for access instructions. 

Accessing eTheses and eDissertations
