This paper seeks to measure and qualify the impact of the policy reforms on the liberalization and deregulation of the telecommunications industry. It also aims to highlight the problems that were encountered during the change process. This paper also includes a review of the relationship between the developments in the telecommunications industry and the progress of the country.
