    A study of the expenditure pattern for the devolved health and social welfare offices of Cavite from 1990-2000

    The difficulties experienced by the Philippine government in planning and administering development programs and policies from a central national agency or department have posed serious problems in attaining economic growth and social equity. Hence, the enactment of the decentralization program and adoption of devolution as its main form is embodied in the Local Government Code of 1991. This political transformation was meant to make the national government more effective and basic service provision more efficient. This study revealed that for a first class province like Cavite, there was an observed increasing expenditure pattern for its health and social welfare services from the period 1992- 2000. But there was a fluctuating pattern that was established in the percentage share of health and social welfare expenditure to the total IRA share of Cavite and the total provincial expenditure. This is attested to the some possible realignment in the budget process as well as intermittent non-prioritization of the political administration of the two services. However, despite this increasing trend, there is still an observed inadequacy in meeting the standard level of service provision based on the indicators used in this study. But still, this study concluded that decentralization or devolution led to a better service provision as compared to the years before its implementation based on the analysis of the data gathered.
