Item Restricted NAPOCOR debt: a historical and economic scrutiny(2005-03) Llenaresas, Virgilio; Rivera, Katherine JoyThe Philippine fiscal crisis has reached an alarming level. One of the principal factors contributing to the problem is the national government's contingent liability, the major part of which is the National Power Corporation (NPC) debt. This paper looks into the history and probes the reasons for NPC debt accumulation. It then relates how debt accumulation leads to NPC financial degradation.
