    Public policy and political competition

    This paper investigates the effect of political competition on public policy. Using cross-section data of the 78 provinces in the Philippines in years 1999-2001, we attempted to define the impact of the presence of political competition to the local chief executives' (governors) priority on economic promotion as defined by increases in expenditure on economic services. We hypothesized a positive link between these two variables-- i.e. political competition motivates politicians to perform better (be more development-oriented). However, contrary to what most of the literature suggest, the results show that, ceteris paribus, political competition does not necessarily motivate politicians to perform better.
