Item Restricted Analysis of the efficiency in loan utilization of ADB-assisted agricultural sector projects completed in 1987-2001(2004-10) Atanacio, John David C.; Benedicto, Beverly Anne O.; Tan, EditaWith low domestic savings, the Philippines has relied on foreign funds such as official development assistance to support development projects needed to direct the country's growth. While ODA loans are concessional in nature, they are not provided without any costs to the recipient government; therefore, it is a concern to study the efficiency of their utilization. The paper studies the efficiency of loan utilization as measured by the loan amount cancelled as a proportion of total loan amount committed (DEOBLOAN). Using content analysis on the Project Completion Reports of ten selected agriculture projects, data on the variables such as previous loans, foreign exchange cost as a portion of total project cost, implementation arrangements and presence or absence of technical assistance were used to explain the DEOBLOAN of the agriculture sector. In addition, issues of project delay and reformulation are discussed as factors affecting project performance and concurrently, loan utilization. The study yields a simple correlation between DEOBLOAN and the previous loans, presence or absence of technical assistance and foreign exchange cost as a portion of total project cost. On the other hand, the number of implementing agencies and DEOBLOAN show no apparent correlation. Future studies are encouraged to look forward into the disaggregation of the analysis of DEOBLOAN across project level categories in the agriculture sector. This would give affirmation on the observation that the rural credit project category consistently performs better than any other project category of the sector.
