    The dropout problem in the Philippines: focus on fiscal expenditures on education and health

    This paper attempts to examine the effects of fiscal expenditures on education and health along with socio-economic and institutional factors on the dropout rates in the Philippine public elementary and secondary schools. This study uses per capita expenditure on education, per capita expenditure on health, pupil-teacher and student-teacher ratios, number of public schools, number of public hospitals, incidence of poor families, as well as location as indicators of the dropout rates across the Philippine regions over time.
