Item Restricted The MDG report card: the existence of a quantity-quality tradeoff in attaining the education millennium development goal(2006-10-12) Blas, Joanna Grace L.; Santiago, Elizabeth T.; Quimbo, Stella LuzSince the establishment of the Millennium Declaration in 2000, which outlined the Millennium Development Goals, the Philippines has embarked on various programs aimed to increase the three indicators specified by the United Nations for the education MDG: participation rate, cohort survival rate, and literacy rate. However, since these targets are quantitative in nature, there exists a possibility of a quantity-quality tradeoff happening behind these efforts, particularly in education. This study explores this possibility, using the mean percentage scores of the National Elementary Achievement Test (NEATMPS), and a modified Human Development Index as qualitative variables that measure improvements in human capital. It was ascertained that a tradeoff exists in one of the three indicators, the cohort survival rate, the consequences of which include sacrificing academic excellence for increased figures of grade level promotion. However, no such tradeoff was identified for the other two indicators.
