    Are the means to spread awareness about self-employment assistance- Kaunlaran (SEA-K) program effective?

    This paper examines one of the poverty reduction programs of the country, "The Self-Employment Assistance-Kaunlaran program and the effectiveness of its promotion strategies. To empirically test the relationship between the awareness of household heads about the SEA-K and the factors affecting their awareness, data from the Annual Poverty Indicators Survey (APIS) administered in 2008 were used. Through logistic regression, the effects of factors such as expenditure, level of education, geographical location, engagement in entrepreneurial activities and other specific characteristics of the household head and family on household head's binary answer of being aware of the SEA-K Program or not were estimated. Thus, the paper comes up with the conclusion that the means to spread awareness about the SEA-K program deem ineffective since it is not able to target the poor who are its intended beneficiaries. With this result, it appears that the promotion strategies of the SEA-K should be improved and enhanced.
