    An inquiry on the history and development of the Philippine cement industry

    This paper examines the history and development of the Philippine cement industry to understand its current situation. It employs the structure conduct performance paradigm. It traces the different policies and issues affecting the industry over the years such as regulation in the 1970's, import liberalization in 1990, dumping, collusion in the industry and. the provisional tariff imposition in 2001. It recounts the evolution of the industry from a single plant in 1914 to establishment of plants in the 1960's and the changes in the number of firms. It also discusses the changes in industry structure, the evidence of high concentration of the industry and its dominance in the local market and the control of multinationals. The study also shows the uncompetitive pricing behavior and comments on profitability. With these findings, it recommends full liberalization of imports to encourage competitiveness in the industry.
