    Assessing the monitoring system of the utilization of the twenty percent development fund

    This study focuses on the monitoring system of the utilization of the 20% Development Fund. The sources of primary data utilized in this study are the compliance reports submitted by the various LGUs from different parts of the country for the year 1996. Data on the various statistics on the characteristics of the municipalities were also added to complete the data set. It was observed that there is a lack of a formal monitoring system. The study attempts to propose a method by which the existing information could be processed. The allocations and spending patterns of LGUs in the utilization of the 20% Development Fund is also presented and analyzed. Looking at the data, it is observed that there is a general trend in allocating more to the infrastructure sector than in the other sectors. The lower income class municipalities tend to actually spend more than the higher income class municipalities in infrastructure projects. The allocation and expenditures for economic development is the smallest, followed by the allocation and expenditures for social development projects. The total development expenditures of the lower income class municipalities per capita, as of the reporting time, are greater than those of the higher income class municipalities Per capita allocations seems to be greater than the current year's amount of the 20% Development Fund with the attempt of covering up the deficit with the unspent balance of the previous year. A lag in the implementation of development projects for some municipalities during the previous years is implicated. The low amount of expenditure for development projects for the current year, as of the time of reporting, reveals that there is a tendency for similar problems of non-completion of projects by the LGUs within the given time frame. Looking at some statistics on the characteristics of municipalities, evidence was found that some municipalities with urgent need for specific development projects have not yet addressed these needs as priority projects, as shown on the allocation and expenditure reports for the current year. Some suggestions for improving the monitoring system are mentioned. One is to improve the format for reporting of the projects and programs of LGUs. The LGUs are required to have an itemized checklist of development projects and programs, for reference, when preparing their compliance reports. With the help of the reference checklist, the overlapping of the classification of the projects will also be eliminated. To minimize the lag in the implementation of development projects, a timetable for the implementation of the proposed development project should be included in the submission of compliance reports at the beginning of the year. Monitoring includes evaluation of quarterly reports indicating percentage of completion during the year in progress. The LGUs also are advised make use of available statistics revealing their development status so that priority projects could be properly identified.
