Social capital impacts of kalahi-cidss projects: 2003-2006
(2008-10-29) Cruz, Kathleen Anne; Metiam, Ida Rose; Esguerra, Emmanuel
This paper sought to examine the impacts of KALAHl-CIDSS project on social capital indicators thereby bringing about empowerment. Literatures suggest that a community driven approach to poverty alleviation projects increase social capital. Using the KALAID-CIDSS data, improvements in 14 social capital indicators were studied. Each indicator was estimated using the difference-in-differences method to control for various time effects and~ these were run on the presence of a KALAHl-CIDSS project, educational attainment, and on assets. Assets were treated in two manners which gave similar results but aggregating assets in groups such as electrical, home, and transportation were more logical to interpret. Results from the estimation suggest that KALAHl-CIDSS projects and education were not entirely significant on most social capital indicators whereas the number of assets proved to be more significant. An interesting finding is that KALAID-CIDSS beneficiaries tend to contribute and be more trusting in money matters with fellow community members and yet results showed a decrease in overall community participation both in formal and in informal ways. For the full impact of KALAHI-CIDSS projects to manifest, a longer time frame is suggested and would most likely produce positive results since projects of such nature are intended for long term use.

The determinants of political participation: a study on the effect of education and the presense of KALAHI-CIDSS on citizen involvement in community development
(2008-01) Hilao, Sherri G.; Yancha, Marianne Beau Goldy C.; Esguerra, Emmanuel F.
The study focuses on determining the effect of education on political participation in the form of participation in eomtm1lJjty development. At the same 1:ime, it evaluates governnent intervention in enhancing citizen participation specifically through the KALAHI-CIDSS program. It uses the sample taken from the KALAHI-CIDSS data which consists of constituents from among the most impoverished communities all over the Philippines. It covers the communities identified and surveyed by the said program. The probit regression was used and other variables for the model were taken from past studies. While focusing on education and KALAHI-CIDSS, the model also includes socio-economic variables such as asset&, employment status, and other variables such as gender and age which were already proven to have an impact on participation. Estimation showed that indeed, both education and KALAHI-CIDSS independently have significant and positive effects on community development participation.

The role of social capital in the effectiveness of the Kalahi-CIDSS program
(2009-03) Claravall, Maria Josefina N.; Sebastian, Krisabelle Ivanna R.; Alonzo, Ruperto
This paper aims to shed light on how social capital conditions shape the effectiveness of the KALAHI-CIDSS program. Indirectly, it investigates the impact of social capital in the delivery of development opportunities. It seeks to evaluate whether or not social capital has substantial . weight in steering changes in welfare. Welfare, in this case is reflected by change in per capita expenditure. A set of social capital parameters was assessed through regression analysis for both control group data and intervention group data. The results of such regressions prove to be mixed. Specific social capital conditions such as existence of barangay assemblies, participation in barangay assemblies, trust in local government officials, and decline in confidence to participate in community forums were found to be not significant enough to explain changes in per capita expenditure; indicating that they probably do not have a determinative relationship with changes in household welfare. Other social capital measures, namely participation in bayanihan, membership in any organization and improvement in confidence to participate, on the other hand, illustrate that there indeed exists a two-way relationship between development and underlying social capital conditions. Finally, further studies should be made in a narrower approach, looking at specific capital conditions and individual provinces.

Assessment of the socio-economic impacts of quarrying and processing of limestone in Norzagaray, Bulacan
(2009-10) Portacio, Sarah Dine Mangulabnan; Desierto, Desiree
The persistent high rise in the price of building materials and the abundance of non-metallic mineral resources attracted to the development of cement factories in the three barangays in the municipality of Norzagaray. The primary objective of this study is to increase understanding about social, economic and environmental impacts of mining and quarrying operations on its significant communities. This research was carried out to assess the socio-economic impacts of quarrying and processing of limestone in three barangays of Norzagaray, Bulacan. Findings of the study revealed that the host communities are aware of the social, economic, and environment impacts of quarrying in Norzagaray, Bulucan and here are no significant differences in the level of awareness among the host communities on the social, economic and environment impacts of quarrying. Topping the identified quarrying-related problem is damage to roads which give rise to damage to other vehicles or cause accidents, according to the residents of Brgy. Matictic and Brgy. Minuyan, while in Brgy. Bigte topping their list of problems is ground vibration due to blasting. While the least identified problem in Brgy. Maticitc is influx of employed migrants, in Brgy. Minuyan is the landscape effects during extraction resulting in visual intrusion and changes to landscape character, and lastly in Brgy. Bigte is dust emission due to blasting. The study identified the possible solutions to the quarrying-related problems, the three host communities agreed that to repair and maintain roads at the weekend outside the normal working week and especially to avoid congestion during peak hours.

Impact of community health resources on elementary school participation: Pasay City case
(2010-04) Aclan, Dennis Bryan; Gregorio, Patrick Jayson; Esguerra, Emmanuel F.
Education plays a crucial role in the economic growth and development of a nation. Various studies contributing to the economic literature has confirmed that indeed, education is an effective way to combat poverty and lessen inequality among citizens. One can look at education outcomes in number of ways; one of them is through school participation. Some studies have established a relationship between the health status of the child and his/her cognitive level. Studies on this subject have prompted us to explore more about this relationship. This study looks into how the level of health resources available in the community where the child lives affects his/her schooling participation. Using detailed census data of households in Pasay City, this thesis sought to determine how community level health resources affect the propensity of a child to participate in school. Results of this study confirm that health resources have a statistically significant effect on school participation after controlling for other individual and household variables. The effect of community-level health resources is found to be greater for females compared to that of males. The presence of health facilities (i.e. hospitals) in the barangay has the largest effect among the variables of interest. This is also true even for the gender-disaggregated model. This study supports the hypothesis that children living in community with good health resources are more likely to participate in school and therefore be more productive citizens in the long run. With improved health resources as a starting point, this result can be replicated for the whole country making it possible for us to attain our MDG of having 100% school participation by 2015. Achieving universal access to education will serve as the country's stepping stone towards a sustainable economic growth and development.
