Thus, the underlying principle for privatization is for the government to 'hand over' the economic endeavors to the private sector to improve its performance. The task of designing the assessment method required an analysis and evaluation of the efficiency measures. In search of an understanding on this, the authors gathered the necessary information in the MWSS Regulatory Office especially on the cost components of the two firms- the Manila Water Company Incorporated (MWCI) and the Maynilad Water Services Incorporated (MWSI), as well as information regarding their operations. Also, other relevant information such as price indices and inflation rate were collected from the Statistical yearbook. The authors made use of two measures of efficiency. The first is the examination of its Total Variable Cost and the alternative is the use of the best practice efficiency measure. Both methods revealed that MWCI is more efficient than MWSI in terms of operation. The first measure showed that MWSI operates more costly than the other concessionaires. This is evidenced by the lower marginal cost curve of MWCI. The second approach supports the conclusion that indeed, MWSI is the inefficient firm between the two by evaluating other non- financial indicators.
