It also grants other forms of support such as grants-in-aid and tuition discount Recently, needy students. Recently, it adopted a "democratization program" called XDS for poor provincial students who did not qualify in the admission test; the rationale for this was that these students though possessing inherent ability for college work were not competitive in the entrance test with rich students who had the benefits of good schools and home environment. The XDS students are given full financial support plus special instructional and counseling assistance. The paper studies how each of these forms of It and their sum are distributed to students by their family income. It showed that as a whole, the distribution of subsidy is regressive. Subsidy is concentrated among the top income groups. This is because The large part of total subsidy is through low tuition which mostly But to richer students. The other forms of support are given on the basis of financial need. But since they form a smaller part of total subsidy, the repressiveness of tuition support is not offset. The XDS program, for instance, covers 400 students per year or about three percent of enrollment; its budget composed about three percent of the total. Grants-in-aid takes a share of about 10 percent of the total subsidy. Eighty percent goes to tuition subsidy.
