    Official development assistance and its impact on Philippine regional economic growth and poverty reduction

    This paper addresses two important issues regarding foreign aid. First, it examines· the influence of foreign aid on the economic growth of 16 regions in the Philippines over the period from 1991 to 2006. Second, it estimates the impact of aid flows on poverty reduction. Aside from the said issues, the study also tries to explain the relationship between aid and other welfare indicators at the local level. Regression results reveal that ODA receipts of the regions significantly and negatively correlate to both the economic growth of the regions and the welfare of the poor. A linear regression of the poor's expenditure against the regions' GRDP shows that the two have a strong, positive correlation; therefore, two cases may be possible: (1) foreign aid could negatively affect both regional domestic product and the poor's spending or (2) foreign aid affects regional output which then affects the well-being of the poor. In either case, it has been empirically proven that ODA receipts do not positively contribute to regional economic growth and poverty alleviation.
