Item Restricted Modeling higher education participation in the Philippines(2012-10) Ko, Rona NiƱa D.; Vicente, Al Constantin; Kraft, Aleli D.This paper aims to identify and evaluate the characteristics of a college-age household member that would result in their household's decision to send them to college. Using the 2010 Annual Poverty Indicators Survey (APIS), we performed logit regression analysis to estimate the coefficients of the variables and their corresponding marginal effects. We find that the characteristic with the greatest influence on the household's decision is the educational attainment of the household head followed closely by the household income. The greatest deterrents are if the individual is married and if the individual is male. Assessing internal efficiency and effectiveness of the State Universities and Colleges (SUCs) is the goal of this study. It also aims to update data on the costs of SUC higher education and the cost variation among them. The analysis covers four degree programs among those requiring licensure examinations in the practice of profession that are: accountancy, civil engineering, elementary teacher education and secondary teacher education. Comparative analysis and regression results lead us to conclude that unit costs vary widely within and across each region. It is significantly determined only by enrollment size in civil engineering and elementary teacher education. In order to gauge the equity of the programs, the distribution of the scholarship slots per region, including the NCR, CAR, CARAGA and ARMM in each program is evaluated. The efficiency of the programs is defined in terms of their success in achieving their goal of distributing slots to priority courses, which are said to contribute greatly to the economic development of the country. The programs are also evaluated on how adequate they are in equalizing education opportunities by comparing the percentage of the total number of student scholars and students with financial assistance with the total number of students in the tertiary level. Descriptive analysis led us to conclude that there is uneven regional distribution; more slots are given to regions like NCR while regions with the highest rate of incidence of poverty are given the lowest number of slots. It was also found out that the Research and Information Technology is given priority by the government, however Engineering and Math, and Computer Science only ranked fourth and fifth consecutively from the most demanded courses of the student beneficiaries. The sample was selected based on their accreditation status. The authors used multiple linear regression in evaluating the data. Based on the empirical results of this study, tuition fee increases in the said schools caused significant changes in the freshman enrollment rates. With the presence of tuition fee increases, there is a corresponding decrease in the number of freshman enrollees. The study hopes to inform the public of the actual behavior exhibited by enrollment rates and tuition. Now more than ever, the authorities concerned will have to take the said relationship into consideration as they implement rules to the ever-growing number of higher educational institutions in the country.
