Estrellita SarmientoThis paper explains the Philippines' participation in the global outsourcing trade for contact center services using the Heckscher-Ohlin framework. In tests of factor-endowment, the country consistently emerged as strongly labor-abundant. Its cheap labor costs produced a competitive export price for the service, driving the country into the trade. Although factor-price equalization was not found forthcoming, tendency towards it produced the higher-than- average returns for Philippine labor employed in the trade. The country stands to gain significantly from the contact center trade, as it opens up several opportunities. Its comparative advantage by labor endowment, however, may be vulnerable to shifting comparative advantages and unpredictably changing market conditions. Development of key competencies, strengthened linkages, and dynamic government focus are recommended.Item Restricted Can the IT-BPM industry be an alternative for Filipino migrant workers? Evidence from merged labor force and income expenditure data(2016-01) Arellano, Clarisa Joy A.; Ducanes, Geoffrey M.In the past decade, the Philippines experienced a surge in export-oriented employment as seen in the sizeable supply of migrant workers and outsourced service providers. Using merged family income and expenditure, and labor force surveys, this study i) describes the profile of outsourcing employees and overseas workers, and ii) applies a multinomial logistic regression model to answer whether employment in the outsourcing sector can serve as a viable alternative to overseas employment. The results provide evidence of similarities in the profile of outsourcing and overseas workers, as well as the high likelihood of Filipino migrant workers preferring outsourcing work as an alternative employment.Item Restricted The Philippine response to the global demand in the call center industry(2006-03) Manasan, Gilbert A.; Simon, Kathreen P.The call center industry is one of the bright spots in the Philippine economy that contributes substantially to the growth of the services sector. The Philippines views this as a chance to invigorate the economy. However, there are certain concerns that can impede the sector's exceptional growth. The industry is in a state where the demand way exceeds supply. While the Filipinos' English skill is one of the reasons the Philippines is enjoying its fair share of the global market, the continuing deterioration of this advantage is one of the main problems that the industry is facing. These are currently being addressed through concentrated efforts by the public and private sectors.
