    The sectoral composition of growth and its effect on poverty alleviation in the Philippines

    Numerous studies have analyzed the impact of aggregate economic growth on poverty alleviation. One key finding is that the composition of growth also has an effect on reducing poverty. Constructing a sub-national panel data composed of the gross regional domestic product, value added to output by the three sectors and poverty incidence of the 16 regions in the country, results of the panel estimation show that both the primary and tertiary sector have been significant in contributing to the Philippines's endeavor to raise real incomes and reduce poverty. The revealed importance of both the agricultural and services sector to the Philippine's goal of further reducing poverty should be taken into account in policy formation. Fostering an environment conducive for growth in both primary and tertiary sectors must be central to an effective strategy for poverty reduction in the Philippines.

    Are the means to spread awareness about self-employment assistance- Kaunlaran (SEA-K) program effective?

    This paper examines one of the poverty reduction programs of the country, "The Self-Employment Assistance-Kaunlaran program and the effectiveness of its promotion strategies. To empirically test the relationship between the awareness of household heads about the SEA-K and the factors affecting their awareness, data from the Annual Poverty Indicators Survey (APIS) administered in 2008 were used. Through logistic regression, the effects of factors such as expenditure, level of education, geographical location, engagement in entrepreneurial activities and other specific characteristics of the household head and family on household head's binary answer of being aware of the SEA-K Program or not were estimated. Thus, the paper comes up with the conclusion that the means to spread awareness about the SEA-K program deem ineffective since it is not able to target the poor who are its intended beneficiaries. With this result, it appears that the promotion strategies of the SEA-K should be improved and enhanced.

    Official development assistance and its impact on Philippine regional economic growth and poverty reduction

    This paper addresses two important issues regarding foreign aid. First, it examines· the influence of foreign aid on the economic growth of 16 regions in the Philippines over the period from 1991 to 2006. Second, it estimates the impact of aid flows on poverty reduction. Aside from the said issues, the study also tries to explain the relationship between aid and other welfare indicators at the local level. Regression results reveal that ODA receipts of the regions significantly and negatively correlate to both the economic growth of the regions and the welfare of the poor. A linear regression of the poor's expenditure against the regions' GRDP shows that the two have a strong, positive correlation; therefore, two cases may be possible: (1) foreign aid could negatively affect both regional domestic product and the poor's spending or (2) foreign aid affects regional output which then affects the well-being of the poor. In either case, it has been empirically proven that ODA receipts do not positively contribute to regional economic growth and poverty alleviation.
