Item Restricted Philippine privatization and its effects on the national government accounts(1991-10) Puey, Karen LoItem Restricted Efficiency and privatization: the case of MWSS(2006-12) Maralit, Jaycee M.; Tan, EditaThis study gives a detailed cost analysis of the result of the privatization of the Metropolitan Water and Sewerage System (MWSS). Four cost categories were examined to evaluate the performance of the two concessionaires and to make a comparison between the operations of the government-run MWSS and that of the two concessionaires. These are labor costs, capital costs, direct operating costs and foreign exchange (FOREX) costs. Results showed that Manila Water became more efficient compared to its counterpart in all of the four categories. These results were attributed to the company's financing and management decisions as well as to external factors such as the 1997 Asian Financial crisis. An analysis was also made on the features of the concession agreement which affected the operations of the two concessionaires. The results showed that the sharing of the debt payments which comprise the concession fee paid by the two companies greatly affected the financial position of Maynilad because of the unaccounted peso devaluation in 1997.
