    A study on public expenditures and regional growth

    Over the past decade, wide differences in regional development— which is evident in the per capita GRDP of the different regions—have persisted in the Philippines. This paper analyzes the different factors that determine the economic development of the different regions in terms of its Per Capita Gross Regional Domestic Product (GRDP) over the time period 2000 to 2014. To do this, the researchers provided different regional characteristics and development indicators, and employed two econometric models for the empirical analysis—Fixed Effects and Ordinary Least Squares model. The study showed that there is a significant relationship between regional differences, fiscal decentralization, regional expenditures, and regional development. Some of the inconsistencies with the empirical results can be attributed to the limited data and estimation method used.

    The difficulties experienced by the Philippine government in planning and administering development programs and policies from a central national agency or department have posed serious problems in attaining economic growth and social equity. Hence, the enactment of the decentralization program and adoption of devolution as its main form is embodied in the Local Government Code of 1991. This political transformation was meant to make the national government more effective and basic service provision more efficient. This study revealed that for a first class province like Cavite, there was an observed increasing expenditure pattern for its health and social welfare services from the period 1992- 2000. But there was a fluctuating pattern that was established in the percentage share of health and social welfare expenditure to the total IRA share of Cavite and the total provincial expenditure. This is attested to the some possible realignment in the budget process as well as intermittent non-prioritization of the political administration of the two services. However, despite this increasing trend, there is still an observed inadequacy in meeting the standard level of service provision based on the indicators used in this study. But still, this study concluded that decentralization or devolution led to a better service provision as compared to the years before its implementation based on the analysis of the data gathered.

    Wagner's law in the Philippine context: a study of Philippine government expenditure growth from 1946-2005

    A large part of the quest for development in the realm of welfare economics lies in identifying the cause of stagnation in the growth of public expenditures. By studying the growth of public expenditures during a long period of time according to the Wagner's law, the trend will always be increasing through the years. This paper shows that Wagner's Law is not valid since Philippine government expenditures in a span of sixty years has not always been exponential but has a flex point where the growth of public expenditures suddenly diminishes. It also explains that while the increasing per capita income does not exhibit a statistically significant correlation to the ratio of government expenditures to national income, prices of private and public goods, do. Lastly, this study has shown that the Wagner's Law may not be applicable especially in developing countries as illustrated in this study of the Philippines.
