    Analysis of redundancy of labor and quality of output in the Philippine public sector

    The paper examines the trend of a bloated public sector department in the Philippine national government by measuring the extent of redundancy of labor that is exhibited by the department for the periods 1993-2002. The goods and services produced by these redundant employees are of an inferior quality relative to those produced with the necessary amount of complementary nonlabor inputs. The 1993 base year is used as the necessary amount of nonlabor inputs to obtain the employment level that will efficiently produce quality government output. The paper will show the importance of investing in the complementary nonlabor inputs; instead of just prioritizing the investment in personal services, as the demand for government output by the growing population is increased yearly.

    Efficiency and privatization: the case of MWSS

    This study gives a detailed cost analysis of the result of the privatization of the Metropolitan Water and Sewerage System (MWSS). Four cost categories were examined to evaluate the performance of the two concessionaires and to make a comparison between the operations of the government-run MWSS and that of the two concessionaires. These are labor costs, capital costs, direct operating costs and foreign exchange (FOREX) costs. Results showed that Manila Water became more efficient compared to its counterpart in all of the four categories. These results were attributed to the company's financing and management decisions as well as to external factors such as the 1997 Asian Financial crisis. An analysis was also made on the features of the concession agreement which affected the operations of the two concessionaires. The results showed that the sharing of the debt payments which comprise the concession fee paid by the two companies greatly affected the financial position of Maynilad because of the unaccounted peso devaluation in 1997. Funds that were intended to rehabilitate the antiquated water system were used to pay the existing debts.

    The effects of controlling corruption on government consumption and human development in Asia

    This paper evaluates the impact of Corruption on Government Consumption particularly in Asia. It aims to study the distortion corruption generates on Government Consumption and its effect on human development. The paper uses the data Control of Corruption from the World Government Indicators to measure corruption and the Human Development Index to measure human development. An Ordinary Least Squares (OLS) Model was constructed using panel data for the years 2000, 2002, 2003, 2004, 2005 and 2006 spanning 30 Asian countries. The following results show that Control of Corruption significantly affects Government Consumption and the Human Development Index.
