Despite the severity of the issue, only few researches have been done about the teacher shortages in the Philippines. This paper aims to investigate the factors that significantly affect the degree of teacher shortages based on an analysis of the factors that influence the demand for and supply of teachers. Using consolidated data from the Basic Education Information System and the Philippine Statistical Yearbook for all seventeen regions of the country from SY 2005-2006 to SY 2010-2011, a fixed effects panel regression model was utilized to examine the determinants of teacher shortages in the secondary level. The regression analysis includes variables such as basic education characteristics and macro-level indicators. Results showed that basic education characteristics such as the average pupil-teacher ratio, basic monthly salaries of newly hired teachers, and the number of enrollees in education degree/training factors significantly affect teacher shortages.
