Item Restricted The distributional effects of government aexpenditure to income inequality: a Philippine case analysis(2012-03) Alvaro, Andrea Bianca; Vitriolo, Diane P.; Desierto, Desiree A.The rationale of government expenditure is for greater social welfare and poverty alleviation via reduction in income inequality. Higher government spending is assumed to yield in a lower inequality. Kuznets Inverted U Curve Theory and existing literature suggest that this does not apply in most developing countries due to time-invariant factors present in the economy. Consequently, the Philippines has found its own niche and seized an important share of the world market for human capital exports. The idea of writing this paper came out of our own experience as part of a family with an OFW as bread winner and as an individual and a part of greater a community with a growing number of OFWs. Thus, we perceived two main questions in our my minds. The first was the correlation of an OFW breadwinner with its household welfare and second, was the need to understand the factors that affects the probability of being poor through the different demographics/characteristics of the OFW. We found that published books and papers did not adequately meet this challenges. Most deal with the macroeconomic impact of remittances, savings, and dollar reserves on the country. As a result, the microeconomic level - the households in particular, are left unnoticed. This paper is our attempt to provide an up-to-date analysis of the impact (both economically and socially) of an OFW supported households in a specific town. In analyzing this subject, our approach is to use two types of regression analysis that use first hand information to explain these challenges. The paper also attempts to give recommendations to further uplift the economic welfare of the OFWs and its left behind households.Item Restricted A study of the expenditure pattern for the devolved health and social welfare offices of Cavite from 1990-2000(2003-09-23) Laysa, Maria Clarissa A.; Pagao, Johanna E.; Tecson, GwendolynThe difficulties experienced by the Philippine government in planning and administering development programs and policies from a central national agency or department have posed serious problems in attaining economic growth and social equity. Hence, the enactment of the decentralization program and adoption of devolution as its main form is embodied in the Local Government Code of 1991. This political transformation was meant to make the national government more effective and basic service provision more efficient. This study revealed that for a first class province like Cavite, there was an observed increasing expenditure pattern for its health and social welfare services from the period 1992- 2000. But there was a fluctuating pattern that was established in the percentage share of health and social welfare expenditure to the total IRA share of Cavite and the total provincial expenditure. This is attested to the some possible realignment in the budget process as well as intermittent non-prioritization of the political administration of the two services. However, despite this increasing trend, there is still an observed inadequacy in meeting the standard level of service provision based on the indicators used in this study. But still, this study concluded that decentralization or devolution led to a better service provision as compared to the years before its implementation based on the analysis of the data gathered.Item Restricted Targeting the gamblers: a tool for public policy decision-making(2004-03) Hernandez, Wincel P.; Lee, Nikki Rose M.; Quimbo, Stella A.The goal of this study is to identify the socio-demographic characteristics of gamblers and evaluate the effectiveness of targeting tools for public policy targeting purposes. Maximum Likelihood estimation methods were used to estimate four logit models of gambling participation among Filipinos. The forms of gambling were subdivided into legal and illegal in order to establish the distinction between the characteristics of legal and illegal gamblers. The legal forms include Lotto, Casino, Bingo, Cockfighting, Sweepstakes, and Racing. The illegal forms include Casino Internet, Jaialai, Jueteng, Mahjong, Card Games, Masiao, Sakla, Ending in Basketball, Billiards, Two-Digit and Two-Ball Bingo. Individual characteristics such as age, gender, educational attainment, language, marital status, employment status and work sector were used. In addition, the relationship of geography (locale, area, province), institution (religion), media access (radio, TV, newspaper) and income towards gambling were tested. The General Gambling Model reflects the results of the Illegal Gambling Model, with minimal variations from the Legal Gambling Model. From these, it has been found that individuals from the younger age groups are more likely to participate in gambling. Males, as well as the less educated, reveal positive relationships with gambling. Urbanity, employment sector as well as Catholicism play a major role in the determination of gambling participation. These gamblers have access to the radio, and television stations, particularly ABS-CBN and GMA, and the tabloid Tempo. Income is inversely related to gambling, most especially in illegal forms but directly related to gambling participation in legal forms. Lastly, the capacity for correct prediction of each targeting tool was evaluated. Provincial targeting (Geographic 2) is the most effective targeting tool for illegal gambling since it has the largest percentage of correctly predicted cases and it appears to be cost-efficient as well. In this line, if the government aims to pursue proposed legalization or prohibition of illegal gambling activities, or chooses to target those who participate in illegal forms of gambling, information are already presented in this paper. It is recommended that further studies should consider evaluating the efficiency of targeting tools based on undercoverage and leakage rates. Information on the frequency and duration of gambling participation as well as the amount of bet wagered in gambling may also be taken into consideration.
