The results of the regressions showed that income and government spending on basic education have a positive effect on tertiary enrollment. Government spending in tertiary education has a greater effect in increasing enrollment in countries with low level of corruption than in countries with higher level of corruption. This study aims to find out if increasing the government spending would increase the motivation to pursue higher education. The results showed a positive but insignificant result. This implies that though increasing public spending on tertiary education might promote it, the study cannot fully justify it. On the other hand, some of the other variables have high significant effects on the enrollment rate. This may imply that instead of focusing on education expenditure, using these other variables in promoting enrollment might give better results.
