    How vulnerable are Philippine provinces to severe climatic events

    Based on several researches, Philippines is among the top countries that are vulnerable to climate change and extreme weather disturbances. Studies on vulnerability and its determinants gained popularity as the trend in climate change research shifted to a vulnerability-led approach. With the objective of ranking Philippine provinces" relative vulnerability, this paper sets out to determine the factors significantly affecting climate change. The zero-inflated Poisson regression model was used to determine the provinces which are most and least vulnerable to typhoons, based on exposure, sensitivity, and adaptive capacity variables such as projected population, projected population density, coastal areas, location variables, human development index, internal revenue allotment, and total income. The results generally mirrored the expected outcome- exposure and sensitivity variables had a positive impact on vulnerability, while adaptive capacity variables had a negative impact. The results were also used to enumerate policy implication to further improve the provinces, then eventually the, regulations in terms of increasing awareness and mitigating risks.

    The impact of typhoons on household consumption and saving patterns in the Philippines

    Using ordinary least-squares regression analysis, this study estimates the impact of typhoons on the consumption and savings patterns of households in the Philippines utilizing the Family Income Expenditure Survey from Philippine Statistical Authority (formerly National Statistics Office) and typhoon data from the unpublished records of PAGASA and NDRRMC. It has been found that (1) aggregate household expenditure declines as typhoons intensify, (2) households adjust different expenditure components differently as a response to typhoons and (3) effect of typhoon occurrence and intensity on household savings is ambiguous.

    Te effect of typhoons on poverty incidence in the Philippines over the past two decades

    Typhoons have occurred in the Philippines which inflict huge losses to families all over the country. These physical damages decrease their income and make their situations worse. On a macro level, it has not been investigated yet whether these typhoons have made an impact on poverty incidence. Thus, this research utilized panel data of 17 regions in the Philippines through the years 1997-2012 with typhoon frequency, intensity- average maximum winds and average amount of rainfall - and cost of damages as indicators of typhoons. To see how these indicators affect poverty incidence individually, a series of regressions was employed together with the determinants of poverty. Results showed that typhoon frequency and their cost of damages have a significantly positive effect on poverty incidence.

    A study on the disaster mitigation impact of annual regional miigation expenditure

    As typhoons enter the Philippines year-round, the country is constantly faced with multiple issues in recovering from such disasters. Due to these events, the government is challenged to respond and adapt concurrently as typhoons have increased on a large-scale and their effects are as devastating as ever. This is where the LDRRMF is utilized: a local disaster fund that seeks to respond to pre and post disasters. However, literature suggests the importance of maximizing the utilization of pre-disaster measures such as improved weather monitoring, early warning systems, investments to improve social safety nets, and several more. The main of these measures being to respond better to such catastrophes. Hence, the study focuses on this portion of the LDRRMF and analyzes its effect on disaster impacts, specifically through the number of affected people per region annually. A regional fixed-effects method was used in order to study this relationship, along with added measures for hazard through the max-24-hour rainfall and max wind speed, exposure through regional population, and vulnerability through gross regional domestic product and functional literacy. Regional data concerning these measures were attained from 2017-2024 to view a trend on the relationship. The study finds a positive relationship between the pre-disaster portion of the LDRRMF and the number of affected people by region, a rather unorthodox outcome as the opposite would be the ideal case. In the case of disaster economics, the study focuses mainly on typhoons and super typhoons as these are the costliest disasters in the Philippines.
