    How vulnerable are Philippine provinces to severe climatic events

    Based on several researches, Philippines is among the top countries that are vulnerable to climate change and extreme weather disturbances. Studies on vulnerability and its determinants gained popularity as the trend in climate change research shifted to a vulnerability-led approach. With the objective of ranking Philippine provinces" relative vulnerability, this paper sets out to determine the factors significantly affecting climate change. The zero-inflated Poisson regression model was used to determine the provinces which are most and least vulnerable to typhoons, based on exposure, sensitivity, and adaptive capacity variables such as projected population, projected population density, coastal areas, location variables, human development index, internal revenue allotment, and total income. The results generally mirrored the expected outcome- exposure and sensitivity variables had a positive impact on vulnerability, while adaptive capacity variables had a negative impact. The results were also used to enumerate policy implication to further improve the provinces, then eventually the, regulations in terms of increasing awareness and mitigating risks.

    Vulnerability to poverty: who are the poor of the future?

    Existing poverty reduction policies are criticized for targeting the poor of today, instead of those who might be poor tomorrow. Studies on vulnerability gained popularity as a result of the significant role of risk and its interplay with poverty. Emphasizing the dynamic nature of poverty, the paper provides a new index for vulnerability and discusses important determinants of this vulnerability. As the first Philippine research to discuss vulnerability and propose an original measure, the study also pioneers the use of a longitudinal data through the merged APIS of 2004, 2007 and 2008. While current measures of vulnerability exist in the literature, the researchers modified the methodology used for poverty status [Reyes 2002a] and applied it to their study of vulnerability. A multinomial logistic regression was employed to yield the determinants affecting household vulnerability. Echoing studies on poverty, variables such as household head characteristics, urbanity, housing quality, asset ownership and income from abroad were identified as the model's regress. Furthermore, factors external to the household were regressed including macroeconomic indicators and weather variables. Results replicate those of existing studies - that vulnerability is greatest for households whose heads are uneducated, those located in rural settings with poor housing quality. In addition, vulnerable households are characterized by low employment ratios, limited income sources (whether domestic or abroad) and inadequate asset ownership. Ultimately, macro- level variables play a significant role in our analysis, with inflation, rainfall and typhoons greatly influencing a household's vulnerability level.

    The vulnerable identification of the determinants of household vulnerability

    This study focuses on the identification of household characteristics that affect the level of vulnerability of households in the Philippines during the period 1994 - 1997. Using Ordinary Least Squares regression, and changes in household consumption as proxy for vulnerability, the proponents identified the characteristics associated with vulnerability in terms of household head characteristics, household composition, household location and industry affiliation. Among the vulnerable groups were households with older heads residing in rural areas. Households that have high dependence to labor market, measured by employment ratio are also vulnerable. On the other hand, those who are less vulnerable may be found among households that have more educated heads and more members. Households that have employed wives are also less vulnerable. Diversification of portfolio also helps decrease the vulnerability of a household. What is interesting is that, the proponents have identified characteristics associated with vulnerability during the timeĀ· when the country has experienced growth. Had it been the time of an economic crisis, determinants of vulnerability will be more apparent.
