The state of ICT diffusion across various downstream sectors is specifically examined vis-a-vis relevant historical observations and economic theories with emphasis on the dynamics of technology adoption at sector level. Using a recent survey of ICT usage as source of data, it is found that there are two levels of ICT diffusion. The first one is characterized by rapid and pervasive adoption suggesting an immediate and generalized cost-saving benefit derived from using a basic set of ICT resources.
