Are the recipients of government housing programs its intended benefeciaries?

Abstract
Housing is one of the basic social needs of every family. It is a social concern not only of households, but also of the greater society and the government (Cosare, 1983). In order to satisfy the growing need for a secure house to live in, the government has implemented' housing and financing programs extended to those needing it the most. While the existence of housing programs certainly helps, what is not transparent to society is whether the ones actually benefiting from these programs are those intended by the government to benefit. Using data from the 2008 and 2010 Annual Poverty Indicators Survey (APIS) in the Philippines, logistic regression was performed to analyze the income and regional effects to the likelihood of availing government housing assistance. This study finds that households belonging to a higher income groups are more likely to be recipients with those from the tenth decile having the highest probability. Furthermore, it was found that three regions in 2008- Ilocos, Zamboanga and CAR, were less likely to avail of benefits from public housing programs than the rest of the regions. In 2010, MIMAROPA Region added to the initial three. These results imply that regions, overall, have wide access to housing programs. However, unseen policy changes may have affected the significant decrease in the probability of availing from 2008 to 2010. Further research is recommended to confirm and discern what could have caused these changes between the years.
