dc.description.abstractIn 1986, Bulacan had adopted cooperative development as one of its 'Two-Pronged Approach' to economic development. Within a few years, the province has succeeded in attaining the highest average family income and the lowest poverty incidence among the provinces, and was also nationally recognized as the country's Cooperative Capital due to the robust growth of its cooperative sector. The study found that political will tremendous government financial and technical assistance, cooperative members' determination, PO-NGO support, and culture, are the factors which contributed to the cooperative sector growth in the period 1986-1996. The study will show that Bulacan's cooperative sector growth improved the socio-economic status of the province and its people. The success of the cooperative movement had a statistically significant impact on all socio-economic indexes used: Poverty, Income Distribution, Mortality, Family Income and Savings, Malnutrition, Government Income, Public School Performance Indicators, Literacy and Educational Attainment. It will also show that an expanding cooperative sector is highly associated with better income, health and educational status, in that order. And indices of cooperative performance: Number, Assets, Membership and Paid-up Capital associates highly with changes in socio-economic status in that order. It concludes that Cooperative Development offers an effective, feasible and replicable economic development strategy for local governments at the provincial level
