Abstract
This study was undertaken to determine the viability of the Pasig River Rehabilitation Program (PRRP) through Cost-Benefit Analysis. Costs were taken from the allocated budget for the whole duration of the project plus Maintenance expenses for the Metro Ferry to operate at full capacity. Benefits on the other hand were determined from 3 aspects, namely: a) Public Health - savings gained from the decrease in mortality and morbidity related to water-borne diseases, b) Real Property- increased market value of lands along the river, and therefore revenues from taxes for the respective local governments, and c) Transportation increased revenues for Magsaysay Lines due to a larger fleet and added load factor. The authors used NPV or Net Present Value in tackling the problem of determining the difference between the costs and the benefits. The social discount rate used was taken from NED A. Findings stipulate that the aggregate benefits greatly outweigh the costs; therefore, the authors conclude that indeed the Pasig River Rehabilitation Program is viable.
