dc.description.abstractOne of the major contributors to the Philippine fiscal crisis is the overall liability of the national government, of which a significant part consists of the accumulated debt of the CBP. This paper aims to investigate the reasons for this debt buildup through the use of historical and financial information. Following this, we will delve into the remedy presented by the framers of Republic Act No. 7653, or the New Central Bank Act of 1993, to see whether the provisions in the charter of the current Bangko Sentral ng Pilipinas will still open it to similar indiscretions.
