Education is considered to be one of the principal factors that contribute to the noble objective of poverty alleviation. Knowing the importance of education to the household is the first step in deploying a comprehensive human resource development program in the country. The education ratio-defined as the budget share of educational expenditure to total expenditure-is used as a measure of how much the household values education. In this paper, ordinary least squares regression analysis is employed to determine the effects of total expenditure and a vector of spatial and household characteristics on the education ratio. The results indicate that the aforementioned characteristics significantly determine the ratio. With this knowledge, it is recommended that the government adopt an efficient and equitable human capital investment program that is responsive to different household valuations of education.
