This study aims to evaluate and reassess the Philippine housing sector with the use of data gathered from two different periods: during the nine-year implementation of the Unified Home Lending Program (UHLP) and during the execution of the Multi-Window Lending System (MWLS). The researchers used three housing indicators namely, housing supply, housing qualities and share of housing expenditure to total household expenditure, to compare the over-all housing conditions during the said periods. Data suggest that higher private sector participation in production and housing finance in line with a transparent and well-directed government regulation will result to an over-all improvement in the housing condition, especially for the poor.
