This study aims to determine how transportation investments such as construction of roads and additional transit services affect the growth and development of businesses in Philippine provinces. An extended production function is used to test the hypothesis of the study that road construction has a positive and significant effect on business· growth. Moreover, adequate transit services, both public and private are also 'expected to aid in better trade and transport to and within the respective business centers of the provinces. On the other hand, it is also likely that the rapid increase in motor vehicles, especially private automobiles, creates excess road congestion which negatively affects the local businesses and industries. Business tax Revenue taken from the Bureau of Local Government Finance is used as a measure of business growth. Despite data limitations, the results of the regression analysis covering 2002 and 2004 data showed that public vehicles have a highly significant and direct relationship With business growth. On the other hand, the increase in private vehicles is found to have a negative and significant effect on the dependent variable. Road investments, measured by the amount of investments by the DPWH (in pesos) also have a positive effect on business growth; however, due to data limitations, . the variable is insignificant at 10%. This may be due to the unavailability of data that accurately captures the quality and permanence of roads in the country.
