| dc.description.abstract | The paper aimed to determine which factors could delay or accelerate the passage of bills of national significance in the Lower House of the Philippine Congress. The nine main variables used were the main committee chairman's characteristics (age, total assets, number of terms in office, and whether or not he/she has completed post-graduate studies), the bill's priority disposition, the total number of members assigned to deliberations on the bill, the absence or presence of lobbies for and against the bill, and the absence or presence of lobbies for bills granting commercial franchises. Using data from the 12th Congress in an original regression model, the results revealed that the main hindrance was the presence of both a pro-lobby and anti-lobby for the bill. The main accelerating factors were the presence of a lobby for a commercial franchise bill, and the presence of both a business group against the bill and a government lobby (i.e., priority standing) for the same bill. Further studies may conduct a similar analysis of the Senate. | |
