Effect of a fixed wage scheme implemented for bus drivers and operators on the total number of accidents in the National Capital Region

Abstract
With the high number of bus accidents in the metro, the Department of Labor and
Employment executed Department Order 118-12 which implements a fixed wage
scheme for bus drivers. This thesis aims to look at the effectiveness of the new policy
in reducing the number of bus accidents in the National Capital Region (NCR). All
monthly data covering the period came from the Metropolitan Manila Development
Authority (MMDA). Authors regressed the number of bus accidents against variables
such as a fixed wage dummy, number of bus trips, number of cars in NCR and
weather and found that with the execution of a fixed wage scheme, the number of
accidents in Metro Manila decreased. This implies that bus drivers can be encouraged
to drive safely given the proper incentive.
