dc.description.abstractThis paper aims to shed light on how social capital conditions shape the effectiveness of the KALAHI-CIDSS program. Indirectly, it investigates the impact of social capital in the delivery of development opportunities. It seeks to evaluate whether or not social capital has substantial . weight in steering changes in welfare. Welfare, in this case is reflected by change in per capita expenditure. A set of social capital parameters was assessed through regression analysis for both control group data and intervention group data. The results of such regressions prove to be mixed. Specific social capital conditions such as existence of barangay assemblies, participation in barangay assemblies, trust in local government officials, and decline in confidence to participate in community forums were found to be not significant enough to explain changes in per capita expenditure; indicating that they probably do not have a determinative relationship with changes in household welfare. Other social capital measures, namely participation in bayanihan, membership in any organization and improvement in confidence to participate, on the other hand, illustrate that there indeed exists a two-way relationship between development and underlying social capital conditions. Finally, further studies should be made in a narrower approach, looking at specific capital conditions and individual provinces.
