dc.description.abstractThe National Power Corporation (Napocor) is the major contributor to the consolidated public sector deficit. This paper attempts to clarify the issues regarding the financial position of the Napocor. The difference between the incurred net loss and the posted deficit of the corporation is explained to have a clear evaluation of its performance. Stock-flow adjustment (SFA), a form of creative accounting, is computed to determine whether the Napocor is concealing its losses. Gross Value Added (GVA) is calculated to measure the economic contribution of the Napocor to the National Government (NG). The flow of resources from the NG to the Napocor and vice versa determines the fiscal burden of the latter on the former. The ratios of the return on assets and the return on equity are used as bases for the financial profitability of the Napocor. The relationship of financing the deficits and the accumulation of debts of the Napocor is elaborated.
