Traffic congestion in Metro Manila has been a major and persistent cause of concern in recent years. In fact, this problem has been on the headlines of major dailies which only shows that it is critical to be urgently addressed. It is affecting not only the National Capital Region (NCR) but the entire economy as well. It is important therefore to investigate the effect of traffic congestion on the functioning of NCR and the economy as a whole. Our paper examines the effect of traffic congestion, focusing on employment in NCR. The measure of congestion we used is traffic density per hour. Annual data on traffic accidents and motor vehicle registrations are used as instrumental variables in the regression analysis. Our results reveal that traffic congestion has a significant and positive impact on employment in Metro Manila. Such causal link is not clearly shown by earlier literature.
