dc.description.abstractThis paper, entitled The Philippine Knowledge-Economy: Assessment in the Context of ICT, primarily conveys the potential relationship between value-added and key knowledge-based resources. An econometric model was used to depict the actual relationship and defining the economic implications of a knowledge-driven economy on the Philippines. This paper further describes the knowledge economy, the global and regional context of knowledge economies, the benefits of capitalizing in a K-Economy, and the barriers to ICT adoption of a knowledge-driven economy. The analysis of all these allowed the researchers to identify government initiatives such as: increased research investment, a review of the R&D tax regime and fiscal management plan, a facilitated expansion of national "Science and Technology Scholars" Programs and Skills Training, a positioning of the Philippines as an "intelligent island", e-commerce hub for ICT processes and implementation outsourcing, encouragement of Foreign Direct Investment on ICT Sector and a Reengineering of the Department of Science and Technology.
