This study reviews the Socialized Tuition and Financial Assistance Program (STF AP) of the University of the Philippines. The STF AP was implemented to benefit the financially needy students of the university thru tuition fee discounts and monthly stipends. The paper discusses the relevance of the present classification scheme, and indicators that are used to determine the financial capability of the student, which in turn, determine the bracket of the applicant. The authors address the issue of the outdated program, and suggest a new classification scheme that uses indicators which the authors believe are more relevant.
