Their latest research addresses a critical gap in public learning infrastructure. Over 30 years after Republic Act No. 7743 mandated public libraries across the country, many facilities remain under-resourced, technologically lagging, and inactive.
Published under the UP CIDS Program on Data Science for Public Policy (DSPPP), this new policy brief leverages machine learning algorithms to propose a data-driven modernization of RA 7743. This paper is also co-authored by Maria Maura S. Tinao and Corazon M. Gamboa.

Predictive Analytics: Uses algorithms like Gradient Boosting and Random Forest to assess national library operations and predict at-risk facilities.
Regional Disparities: Highlights stark digital divides between urban centers (NCR) and underserved regions (BARMM, Caraga).
Policy Innovations: Proposes a National AI-Enabled Library Monitoring System (NAELMS), a “Library Digital Readiness Index,” and predictive funding allocations.
Modern Learning Hubs: Recommends transforming static reading centers into hybrid e-learning spaces supporting SDG 4 (Quality Education).
By shifting from static mandates to proactive, AI-assisted governance, we can bridge the digital divide and build future-ready learning hubs nationwide.
